	Stepped Rent using a forecast for rental growth at reviews, keeping the rental level within a collar
	This function just does a TStepRentGrow, but you input a series of caps and floors which have the same date pattern as AnnRents. If a Cap or Floor is zero or a blank cell (quite normal) the cap or floor is inoperative - no cap or floor exists.

	Key Points
	The collars are only applied in the fixed (stepped rent) section. In the market rent section that follows the period covered by fixed rents, the collars do not apply.
	Methodology
	The order of calculation is as follows: The function looks at the period covered by the fixed stepped rents. To the extent the timeperiod is affected by this, the appropriate rent is calculated by repeated calls to ØConØ, one for each step. If there is a review but a zero rent, the rent is calculated by a straight look up against the market rent, using a review discount against a previous rent if appropriate. The function looks at the period after the fixed rents. Starting with the last review date, it estimates a rent (again, applying a rental discount if one is specified) for the period immediately following the last review date. It uses this rent as the initial rent to pass to the ØRentFcstØ or ØRentMktØ function. If no stepped rents are specified, ie there are no entries in ReviewDates or AnnRents, the function will still return answer. What it will do is calculate the initial rent based on the market rent prevailing (without any discount applied) at the date of the RentStart.
