	Special Ceiling
	This function is like SRound except that instead of going to the nearest value, it goes to the multiple of (StartingFromOpt+n*Nearest) that is immediately more than Value
	Key Points
	Treatment of Exact Multiples If the Value is an exact multiple of Nearest plus StartingOpt, SCeiling returns Value. This is normal behaviour for rounding functions of this kind. However, if instead you want SCeiling to return the value above this, i.e. (Value+Nearest), enter a negative value for Nearest.
