|Does a Depreciate on a constantantly repeating, or periodic basis. The Interval refers to the number of months between successive StartDeps and AbsFinish refers to date after which no StartDeps are accepted.|

Use of AbsFinish: No depreciation strean can start after AbsFinish. depreciation CAN occur after AbsFinish. In other words, AbsFinish marks the end of when StartDeps can occur, even though depreciation can continue after this date.
If ĜIntervalĜ months is shorter than LifeOrDecRate years, successive depreciation streams will overlap - this is fine. Note though that if ĜIntervalĜ is zero, the function will not periodically repeat at all.
